MISC:On miracles:
Bernkastel is known as "the Witch of Miracles," and that title isn't just for show. As mentioned in the abilities section of her info post, she can create "miracles" — meaning that as long as an event isn't impossible, she can make it happen, even if it only has a 0.00000001% chance of occurring. Since there are no restrictions on powers in DDD, this is a very powerful ability with the largest potential for godmodding ( since it is essentially godmodding ), and I would prefer not to trample on toes by having her use it indiscriminately on your character(s) if it isn't okay with you. So, can Bernkastel use miracles in her interactions with your character? Even if your answer is "yes," I will always check with you about it beforehand to discuss how it might affect the situation between our characters.
On the metaworld/sea of kakera:
Oh boy, TL;DR time.
These are the two places that Bernkastel can visit regardless of where she is.
The metaworld: If a character's world is a chessboard, then the metaworld is the room that the chessboard is in. Characters in the metaworld can observe and have access to knowledge about the current game being played on that chessboard ( the ongoing events in the world ) and if they're powerful enough, they can cause things to happen, much as someone can change the course of a chess game by moving around the relevant pieces. Bernkastel is at this level — but again, since this is such a powerful ability and I don't want to assume things, can Bernkastel access the metaworld of your character's world? What can she do regarding the manipulation of events and/or NPC'd characters, if anything?
The sea of kakera: Kakera is a term referring to "worlds of different fates and circumstances." In contrast to the metaworld, anyone who is able to access the sea of kakera is able to observe and gain knowledge about numerous worlds, not just one. To continue with the previously created metaphor: if the metaworld is the room where a game of chess is being played, then the sea of kakera is the surveillance room with many screens showing many rooms in which many games are in progress. Everything that happened on those worlds, past and present, would be available for review. And since Bernkastel is able to visit this place... oh the infomodding that could happen! So, can Bernkastel know and/or make use of information about your character's world by observing it in the sea of kakera? If so, how much can she know? Is there anything that's off-limits?
On general magic:
Bernkastel... can do a lot of crazy things. Teleporting? Yep. Summoning a horde of ten quadrillion demon cats? Sure, why not. Resurrecting herself? Hey, all the cool kids are doing it. For details, please see the abilities section of her information post, but for now — can Bernkastel use her magic on your character's world? Is there anything that she wouldn't be able to do? Anything that she shouldn't do?

Can Bernkastel use miracles in her interactions with your character? I'm going to say yes too! Buuut Scratch is kind of a godmodding dick (he is near-omniscient and omnipotent), so while he probably wouldn't see it coming (because... miracles), he would do his damnedest to fight back.

Uh, if I understand the metaphor correctly... then, in keeping with it, Scratch and his employer would be the guys cheating to make sure the chess match goes exactly as they want it to. So... Her world is a realm where the manifestations of young girls' emotional pain duke it out in never-ending battles. Essentially, they're the souls of the girls and take on their suffering. Bernkastel can know about the Otherselves (they're basically emotionless inhuman girls that literally do nothing but mindlessly fight), but not about their connections to the humans.

Buffy's dying tomorrow. She's not supposed to exist in the future, so I'm not sure if that'll have any affect on anything? Other than that I don't see why not.

I can almost guarantee that because of the comm season 6 onward of Buffy is going to get so canonfucked that I'm fine with all kinds of stuff.

Buffy's world has its own system of magic, but overall there aren't many limits to it, dependent on the characters' abilities and practice as a witch. The only thing that's impossible to do is bring people back to life exactly as they were without the appropriate items and the person having died a natural death.

She can know information about Natsume, but sometimes he gains access to memories or dreams of spirits and stuff and while she can know what's going on there, since it's usually stuff from the distant past (sometimes more than 50 years ago) I don't think she would have access to those. Also, spirits in Natsume's world can't be seen unless your character has spiritual capabilities.

Greed has interacted with an alternate medium (Manga) cast and his same-series castmate (Roze) is from the future, so at least for DDD purposes, FMA is basically kakera'd!

As far as accessing the metaworld goes, and watching over the events of his world, she can! However, because he's in the middle of his canon move right now (and he now has a castmate), it would be difficult to play around with influencing the events of the story. We can always discuss anything you might want to play around with, and depending on how it will affect the story, we can mess around with it.
Can Bernkastel use her magic on your character's world? Is there anything that she wouldn't be able to do? Anything that she shouldn't do? She can, but there would be limitations.
With the way magic works in Tales of Vesperia (being typical RPG battle magic), it's more like controlling and manipulating energy to perform strike artes, spells, and healing artes. Like in real life, energy can't be created or destroyed, it simply changes form. In this case, aer converted, and used to perform magic, but things aren't just created out of thin air. So, summoning and teleportation and things of that nature are out of the question, but things like using elements or healing still work.
This is only in the case of her visiting his world. If, for some reason, he'd visit her own world, or they met in another world, anything her magic is capable of is fair game.

She can use the Chaos Emeralds, but she cannot transform into a super form since apparently humans can't do that or at least there has yet to be a canon/game where a human gains a super form. The Master Emerald on the other hand, again we'll have to discuss that.
